With reference to your letter of the 13th January, No. 451/1920/1921 enclosing a copy of a telegram received from the Government of Hong Kong, and requesting us to engage three Land Surveyors on the same conditions as three referred to in the Governor's Despatch of the 17th July, 1913 No. 259/, we shall be glad to know whether the travelling allowance authorised then has been included in the new scale of salary as described in Paragraph three circular No 23 Regulations in connection of the revision of salaries of the 7th May, 1920.4 that no allowances
